LEGISLATURE APPROVES CSU REDUCTIONS

The Legislature has approved $29.5 million in cuts to this year's CSU
budget. The reductions are consistent with the proposed cuts by Gov. Gray
Davis in his October executive orders. Of the $29.5 million in cuts, an
unallocated reduction of $9.5 million is CSU's share of the $150 million in
cuts to state agencies, and $20 million is due to anticipated savings in
natural gas costs.

Unfortunately, the CSU may already be facing an additional $24 million
budget shortfall for next year. Due to the problems occurred by the Enron
energy corporation, the CSU energy costs for some of its kilowatt-hours
could nearly double. However, negotiations by the CSU with the state Public
Utilities Commission may alleviate these energy cost increases.

If your campus is cutting instructional or student services programs to
compensate for these mid-year budget cuts, and you can document these cuts,
contact Andy Lyons or David Hawkins in the CFA Government Relations Office.
Legislative hearings for the 2002-03 budget will begin shortly after the
March 5th primary election.

REGISTER NOW FOR THE CFA LOBBY DAY - FEBRUARY 26-27

You need to reserve your space - and make your legislative appointments -
for CFA's first of two lobby days to be held on February 26-27. The
program will begin with dinner on Tuesday evening and lobbying on
Wednesday. CFA member lobbyists will meet with local legislators to discuss
CFA's 2002 legislative and budget package, but you must RSVP and make your
legislative appointments ASAP.

Please contact your local chapter president/political action chair or CFA
Government Relations Office (Kim) at (916) 441-4848 and let us know the
appointments you have made for the legislators you are meeting with. CFA has
reserved a block of rooms at the Holiday Inn Capitol Plaza, 300 J Street,
Sacramento, for this event and your RSVP must be received while these rooms
still remain. (Overnight accommodations will be provided; however,
arrangements must be made through the GRO).

A more complete agenda will be forthcoming in next week's GRO Report.

MARCH PRIMARY CANDIDATES NEED VOLUNTEER HELP

The March 5th primary election is fast approaching, and legislative
candidates need volunteers to help with precinct walking, phone banking and
stuffing envelopes. This is a great opportunity for CSU faculty and
students to begin relationship-building efforts with new and returning
legislators. Just a few hours of your time as a CFA representative will
make a great impact on CFA's future advocacy efforts.
